Moscow vice-mayors Pyotr Biryukov and Vladimir Yefimov seem to support entrepreneur Pavel Te.

According to the correspondent The Moscow Post, the Capital Group company of entrepreneur Pavel Te, represented by its subsidiary Investprofi, became the owner of six companies at once, which own the buildings of several car centers on Antonova-Ovseenko Street in Moscow. According to realtors, this is a very expensive land with an area of ​​2.37 hectares, it is located next to the Moscow City business center.

According to updated data, the developer Pavel Te is going to build over 616 sq. m. meters of real estate, including offices, apartments, training center. The amount of the purchase is not reported, but it is known that investments in the development of the territory will amount to about 130 billion rubles. This means that the expected profit from the implementation of this project will be significantly higher.

The very fact that Pavel Cho ended up with such “tasty” plots involuntarily raises questions for the Moscow City Hall and its head, Sergei Sobyanin. Few people believe that, in addition to Cho, there were no applicants for the site? Why, then, do such assumptions arise that it was the Moscow City Hall that could help Pavel Cho to get a plot?

Pavel Te’s Capital Group is one of the most successful companies in the development market of the capital. For a long time they have been trying to explain its success by some kind of relationship between the developer and Moscow officials. Back in the days of Yuri Luzhkov, rumor attributed to Tyo connections with the mayor’s press secretary Sergei Tsoi – allegedly, the developer could sponsor the career of his wife, singer Anita Tsoi. And in return – he received “access to the body” of the boss.

If this is true, then the Moscow mayor’s office was not embarrassed by rumors about Cho’s past. According to the authors of the telegram channel “VChK-OGPU”, allegedly earlier, even under the Soviet Union, Cho was tried for fraud on an especially large scale. And after serving his sentence and the collapse of the USSR, Cho moved to Moscow and preferred not to mention the past.

As evil tongues claimed, supposedly earlier Cho could make acquaintances with criminal authorities Vitaly Korsakov and Aslan Usoyan, who allegedly helped him settle in Moscow in the early 90s.

Even if this is a lie, the Moscow authorities could not help but pay attention to Cho. The group has implemented a number of major development projects, around which there were many scandals. Officials were not embarrassed that the parent company of the structure of Cho is offshore Capital Investments Limited (CIT).

Who will “look after” Pavel Te?

After Luzhkov was replaced by Sergei Sobyanin, talk about the possible patronage of the developer Pavel Te from the authorities intensified. Who was not called his patron! First of all, the former Minister of Construction of the Russian Federation and the ex-head of the Ivanovo region, Mikhail Men. It was rumored that Cho could finance his election campaign.

Today, Mr. Men is accused of embezzlement of 700 million rubles, which he could have allowed just during the period of his work as governor of the Ivanovo region. When Men became a minister, there was talk that he could give the Capital Group companies for the development of the land of the Timiryazev Academy.

Then the government commission for the development of housing construction and the evaluation of the efficiency of land use decided to withdraw more than 102 hectares from the academy, and Mr. Men was the head of the commission. It seems that only the intervention of the Kremlin helped to stop the process, and then Men lost his ministerial post.

Now the main possible patrons of Cho and his business in Moscow are the vice-governors Pyotr Biryukov and Vladimir Efimov. Real heavyweights, of which Pyotr Biryukov is still Luzhkov’s draft, he oversees housing and communal services and construction. They should have met before. And today, Mr. Biryukov lives comfortably in the mansions built by Mr. Cho – a penthouse in the Residential Complex “Legends of Tsvetnoy”.

But these are all trifles, compared with the fact that since 2015 it was the Capital Group structures that received contracts worth 21.5 billion rubles under the My Street program. The program, you guessed it, was supervised by Mr. Biryukov. Writes about it “Jellyfish” (recognized as a foreign agent on the territory of the Russian Federation).

As for vice-mayor Vladimir Efimov, he is responsible for economic policy and property and land relations in the mayor’s office. With Moscow land (or rather, the most delicious building plots), Pavel Cho is very lucky.

Rumor has it that Cho could help Efimov in a certain way, namely, “pump up” his relatives with business. The vice-mayor’s sister Yelena Efimova, who received ownership of the Eos Consult firm from Andrey Samara, is specifically mentioned. Today she is the owner of 100% of the company’s shares.

Now the company is in the process of liquidation with a “hole” from losses for 2020 of 31 million rubles. Don’t the authorities want to ask what happened to the company, where did the profit go?

Andrei Samara is called a close friend of Pavel Cho. In addition, they were long-term partners in a number of businesses: Pantheon Group LLC, Skytower Group LLC, Apart Group LLC and Large City Group LLC, controlled by Pavel Te’s Holding Development. To trace these connections, it is enough to look into the Unified State Register of Legal Entities of these organizations.

For example, Pantheon Group LLC, together with Pavel Cho, is owned by Maria Pak. But earlier, together with Cho, it was Andrey Samara who was the co-owner of the shares. Is it a coincidence that a relative of the vice-mayor of Moscow did business with a partner of one of the largest Moscow developers?

Look for a woman (in a tower)

But ill-wishers are trying to connect Pavel Cho with another vice-mayor, the head of Sobyanin’s apparatus in the Moscow Government, Natalya Sergunina. She is credited with a close relationship with Pavel Cho.

Among other things, she previously dealt with the management of state property, worked in the Federal Property Management Agency. She could also lobby for the decision by the Moscow City Hall to buy out half of the Oko tower in Moscow City, which at that time was wholly owned by Pavel Tyo. The cost of the transaction for the Moscow budget amounted to a considerable 14 billion rubles. Until now, no one can understand why the Moscow mayor’s office could need such expensive commercial real estate.

But the answer, it seems, is prosaic – after all, it was there, in the “Oko”, that the structures of the mayor’s office, which Sergunina oversees, moved.

Now next to “Moscow City” and “Ok” there may be a new property “Capital Group” Pavel Cho. By the way, local employees of various organizations cannot forget the shooting in the same Oko tower several years ago. There was a conflict in which the rumor tried to “draw” the developer.
